Pharmacy benefits managers (PBMs) are prohibited from restricting patients from obtaining specialty medications through medically integrated pharmacies affiliated with their treating specialty provider, such as oncologists, neurologists, or cardiologists.

PBMs cannot require patients to use PBM-owned or designated pharmacies exclusively, impose discriminatory terms on medically integrated pharmacies, or engage in patient steering away from provider-affiliated pharmacies.

Differential copayments, coinsurance, or cost-sharing based solely on which pharmacy dispenses a specialty medication is prohibited.

PBMs must offer medically integrated pharmacies the same reimbursement rates, fee schedules, and network participation opportunities as PBM-owned or preferred specialty pharmacies.

Violations constitute unfair or deceptive acts enforceable by the Oklahoma Attorney General, with an effective date of November 1, 2026.
