Establishes a limited temporary license for foreign-trained dentists valid for up to 5 years, requiring graduation from an equivalent dental school, passing the ADEX exam and INDBE, completing 2-3 year postgraduate training in Periodontics or Prosthodontics, and at least 3 years of practice experience abroad

Restricts foreign-trained dentists with temporary licenses to practicing only in public health programs, hospitals, Federally Qualified Health Centers (FQHCs), or accredited educational institutions under supervision of an Oklahoma-licensed dentist

Allows foreign-trained dentists to apply for a full dental hygienist license if they have 3+ years of foreign practice experience, pass the ADEX Dental Hygiene exam, and demonstrate substantially equivalent education and training

Requires all foreign-trained applicants to demonstrate English language proficiency through a Board-approved examination and provide notarized English translations of all foreign-language documents
