Monument must be designed, constructed, and placed by private entities at no expense to the State of Oklahoma

Designated location is the northwest corner behind the State Capitol Arch

Commission may assist private entities with placement logistics and scheduling

Declared an emergency measure, taking effect immediately upon passage and approval; passed the House on March 11, 2026
