Creates the Oklahoma Families Thriving Everywhere Now (OFTEN) Revolving Fund within the State Department of Health to support a telecare pregnancy and parenting support program for women with high-risk pregnancies and parents of young children

Services delivered primarily through electronic means (telephone, video, text) and coordinated with in-person pregnancy resource centers, with goals including encouraging healthy childbirth, promoting adoption as an alternative to abortion, and reducing maternal/infant health disparities among Black and minority mothers

Requires contracted organizations to be public or private nonprofits that certify they do not perform, refer for, or assist with elective pregnancy terminations

Program services are non-medical and include screening for risk factors, individualized care plans, behavioral health referrals, assistance connecting to benefits programs, and tracking attendance at prenatal and postpartum visits

State Department of Health must submit annual reports by December 31 summarizing program implementation, utilization, and outcomes to the Governor and legislative leadership; effective date November 1, 2026
