Calls on U.S. Congress to propose a constitutional amendment allowing states and Congress to reasonably regulate and limit spending of money to influence campaigns, elections, or ballot measures.

Cites concerns that Supreme Court decisions over the past five decades equating unlimited election spending with "free speech" have allowed hard-to-trace money from out-of-state and foreign interests to influence elections.

Asserts that unlimited spending drowns out constituents' voices, narrows debate, weakens federalism and state self-governance, and increases systemic corruption risks.

Directs distribution of the resolution to House Speaker, House Minority Leader, Senate Majority and Minority Leaders, and all Oklahoma Congressional delegation members.

Adopted by House of Representatives on March 6, 2025, and by Senate on February 18, 2026.
