Oklahoma Legislature applies to Congress under Article V to call a constitutional convention limited to proposing a specific amendment regarding federal official compensation during government shutdowns

Proposed amendment would prohibit compensation for the President, members of the House and Senate, and Supreme Court Justices during any government shutdown caused by a lapse in appropriations

Failure to enact a balanced budget annually would render the President and all members of Congress ineligible for re-election the following term

Defines a balanced budget as one not exceeding collected tax revenue from the previous year, required to be enacted by the last Thursday of March for the following fiscal year
