Proposes a constitutional amendment allowing the Oklahoma Legislature to freeze, suspend, or withhold up to 100% of state-appropriated funds to any public college or university within the Oklahoma State System of Higher Education

Requires a joint resolution passed by majority vote in both the State Senate and House of Representatives, plus gubernatorial approval or veto override, to enact a funding freeze

Limits any funding freeze, suspension, or withholding to a maximum of 2 years (730 calendar days), with funding automatically resuming at the end of the specified period unless extended by subsequent resolution

Allows the Legislature to lift, terminate, or modify a funding freeze at any time through a new joint resolution passed by majority vote

Applies only to state-appropriated funds and does not affect an institution's federal funds, private donations, tuition, fees, or other non-state revenue sources
