Eliminates the Board on Legislative Compensation, a nine-member appointed body that currently sets legislator salaries every two years

Fixes legislator salaries at the amount in effect as of November 1, 2025, unless modified through voter approval

Allows the Legislature to submit salary modification questions to voters only during Presidential election years (every four years)

Requires all future legislator salary changes to be approved by a majority of voters through state question, bypassing the Governor

Directs the Secretary of State to refer this proposed constitutional amendment (amending Section 21 and adding Section 21A of Article V) to voters for approval
