Proposes amending Sections 1 and 5 of Article V of the Oklahoma Constitution to require that any changes to the initiative or referendum petition process made by the Legislature must be approved by a vote of the people before taking effect.

Requires that general laws governing county and district initiative petition or referendum procedures must be approved by voters, not simply passed by the Legislature alone.

Preserves existing voter powers to propose laws, amend the Constitution, and approve or reject legislative acts through initiative and referendum at both state and local levels.

Maintains the current requirement that local petition signature thresholds must be twice (double) the ratio required for statewide petitions.

Directs the Secretary of State to refer the proposed constitutional amendment to voters for approval or rejection as a legislative referendum.
