Proposes a constitutional amendment to change the State Superintendent of Public Instruction from an elected position to an appointed position beginning November 1, 2034

Establishes appointment process where the Oklahoma State Board of Education gathers applications, interviews candidates, and provides a list of 3-5 candidates for the Governor to select from, with Senate confirmation required

Requires a two-thirds (2/3) Senate vote to confirm the Governor's appointee; if confirmation fails, the Governor must select a different candidate from the original list

Allows removal of the State Superintendent by either a two-thirds vote of both legislative chambers, or by Governor's order combined with a two-thirds vote of one chamber

Directs the Legislature to establish qualifications for the position and refers the proposed constitutional amendment to Oklahoma voters for approval or rejection
