Proposes amending the Oklahoma Constitution to change the Insurance Commissioner from an elected position to an appointed position, effective November 1, 2034.

Establishes appointment process: the House Speaker provides six nominees to the Governor, who selects one; the Senate must confirm by two-thirds vote or the Governor selects another from the original list.

Allows removal of the Insurance Commissioner by two-thirds vote of both legislative chambers, or by Governor's order combined with two-thirds vote of one chamber.

Retains existing 8-year term limit for the Insurance Commissioner, with partial terms to fill vacancies not counting toward the limit.

Directs the Secretary of State to refer the proposed constitutional amendment to Oklahoma voters for approval or rejection.
