Proposes amending Section 10 of Article X of the Oklahoma Constitution to rename the school district "building fund" to "building and operations fund" and expand its permitted uses

Current law limits building fund expenditures to erecting, remodeling, or repairing school buildings and purchasing furniture; the amendment would add "operations as deemed necessary by a school district"

Maintains the existing 5-mill cap ($5.00 per $1,000 of assessed taxable property value) on ad valorem tax increases approved by voters for school districts

Requires voter approval through a statewide ballot referendum before the constitutional amendment takes effect

School districts could make the levy permanent with majority voter approval, which could be rescinded by voters through a petition signed by 10% of district electors or by board of education recommendation
