Proposes a legislative referendum to repeal Sections 3 and 4 of Article XXIX of the Oklahoma Constitution, which would be placed before voters for approval or rejection

Section 3 repeal would eliminate the Ethics Commission's constitutional mandate to create ethics rules governing state election campaigns, state officers, and state employees, including provisions for how rules take effect and penalties are set

Section 4 repeal would remove the Ethics Commission's constitutional authority to investigate ethics violations, bring cases in district court, settle cases, collect fines, and issue subpoenas

Requires the Chief Clerk of the House of Representatives to file copies of the resolution with the Secretary of State and Attorney General immediately after passage
