Proposes a constitutional amendment to Section 8C of Article X, to be referred to Oklahoma voters for approval or rejection

Eliminates the income threshold requirement for seniors age 65+ to qualify for the homestead property valuation freeze, which currently caps eligibility at the HUD-determined median income for the county

Adds a new requirement that homeowners must own their property free and clear of any mortgage or other indebtedness to qualify for the frozen property valuation

Maintains the existing age requirement of 65 or older and continues to freeze the fair cash value at the level from the first year the homeowner reached age 65

Effective date of January 1, 2027, if approved by voters
