Proposes a constitutional amendment to Section 21 of Article V requiring legislative approval for salary increases exceeding 10% that are approved by the Board on Legislative Compensation

Salary increases over 10% would require a majority vote of those elected to both the House and Senate, with no gubernatorial approval needed

Approved salary increases would take effect either on the fifteenth day following the next general election, or the first day of the month after both chambers approve (depending on timing of legislative action)

Directs the Secretary of State to refer the proposed amendment to Oklahoma voters for approval or rejection via ballot referendum

Maintains the existing nine-member Board on Legislative Compensation structure, with five members appointed by the Governor and two each by the Senate President Pro Tempore and House Speaker
