Maintains existing requirements that the state provide Medicaid to Low Income Adults and prohibits imposing greater burdens on expansion enrollees than other Medicaid populations

Directs the Secretary of State to refer the proposed amendment to Oklahoma voters for approval or rejection as a legislative referendum
