Proposes a constitutional amendment to reduce the maximum annual appropriation growth limit from 12% to 6% above the previous fiscal year's total appropriations, adjusted for inflation

Directs the Secretary of State to refer the amendment to Oklahoma voters for approval or rejection

Maintains existing balanced budget requirements and State Board of Equalization certification procedures for available revenues

Preserves exceptions for special appropriations from the Constitutional Reserve Fund during revenue shortfalls or emergencies

Requires the Chief Clerk of the House to file the resolution with the Secretary of State and Attorney General upon passage
