Proposes a constitutional amendment (Article X, Section 44) to create the Oklahoma Veterans Lottery Trust Fund, funded by proceeds from the Oklahoma Veterans Lottery game

Restricts fund expenditures to four purposes: grants to congressionally chartered veterans service organizations, emergency grants to veterans/widows/caretakers registered with the Oklahoma Veterans Registry, indigent veteran funeral funding, and veteran outreach programs with greater than 50% veteran attendance

Establishes a nine-member Board of Governors to administer the fund, with representatives from Disabled American Veterans, American Legion, Veterans of Foreign Wars, Paralyzed Veterans of America, National Guard/Air National Guard, Military Order of the Purple Heart, Oklahoma Department of Veterans Affairs, and two appointees from the Oklahoma Veterans Council

Prohibits the Legislature from using trust fund monies to supplant or replace existing state funding for military, veterans, or their families

Requires the State Board of Equalization to conduct annual reviews in February and, if supplanting is found, blocks all legislative appropriations until the supplanted amount is replenished to the trust fund
