Amends Oklahoma law to specify the full name "Alcoholic Beverage Laws Enforcement (ABLE) Commission" in statute governing grounds to deny alcoholic beverage licenses

Allows beer distributor licensees and wine and spirits wholesaler licensees under common ownership to obtain wine and spirits wholesaler licenses without limitation on the types of business entities

Excludes retail spirits licenses from the new flexibility provision due to strict liability concerns related to direct consumer sales and public safety interests

Maintains existing grounds for license denial, including felony convictions, violations of alcohol laws within 12 months, failure to meet residency requirements, and non-compliance with state tax laws
