First-time offenders cannot be fined more than $2,000 for their first offense or aggregation of first offenses issued concurrently, and fines must include educational resources to help achieve compliance

Construction Industries Board must offer non-adversarial meetings to first-time offenders to guide them through the licensing and compliance process; attendance at these meetings cannot be used against them in administrative hearings

Amends penalty provisions for multiple construction-related licenses including home inspection, plumbing, building and construction inspection, roofing contractor registration, electrical, and mechanical licensing

All penalties under the amended sections must be consistent with the new Section 1000.9 requirements limiting first-offense fines

Effective date is November 1, 2025
