Expands eligibility for the Lindsey Nicole Henry Scholarship by removing the requirement that students with special needs must have attended public school the prior year, allowing students to qualify based solely on having an IEP, ISP, or meeting IDEA eligibility standards

Adds new eligible student categories including children of military families transferring to Oklahoma, students in DHS out-of-home placement or adopted from DHS custody, students at schools serving homeless youth, and students in Office of Juvenile Affairs placement

Requires parents or guardians of students qualifying under the IEP/ISP eligibility pathway to meet annually with private school representatives to identify services needed to support the student's special needs

Removes the provision that scholarship acceptance automatically constitutes parental revocation of consent to IDEA services

Effective date is July 1, 2025, with emergency clause for immediate implementation upon passage and approval
