Increases the family income eligibility limit from $70,000 to $125,000 per year, with no income limit for direct lineal descendants of 1921 Tulsa Race Massacre victims who resided in the Greenwood Area between April 30 and June 1, 1921

Removes previous eligibility requirements that applicants attend a Tulsa public school where 75% or more qualify for free/reduced lunch and reside in census blocks with 30% or more below poverty level

Requires the Oklahoma State Regents for Higher Education to give first priority status to applicants who are direct lineal descendants of Greenwood Area massacre victims, rather than merely considering descent as a preference factor

Establishes a seven-member community advisory committee appointed by the Chancellor of Higher Education to review scholarship applications and make recipient recommendations, including the Langston University president, Tulsa Public Schools superintendent, two legislators representing Greenwood, and community members

Allows remaining scholarship funds after tuition payment to cover additional educational costs including fees, required textbooks or materials, and room and board
