Amends 29 O.S. 2021, Section 3-103a to expand methods for acquiring special wildlife permits from the Oklahoma Wildlife Conservation Commission

Removes the cap of five special permits per year for designated species, allowing the Commission to issue up to five permits without the numerical limitation in statute

Adds raffle and lottery as options for selling special permits, in addition to existing public auction and sealed bid methods

Requires permits for mountain lions and wildlife with no open hunting season to be distributed specifically by raffle

Allows special permits to be co-branded in association with the Governor and permits the Department to contract with nonprofit organizations or charitable causes to conduct auctions
