Creates a new "commercial harvesting facility" license administered by the Oklahoma Department of Agriculture, Food, and Forestry for premises engaged in commercial hunting/harvesting of privately owned cervidae (deer, elk), cervidae hybrids, turkey, and exotic species

Sets the annual license fee at $300, with licenses expiring August 31 each year; applicants must prove animals were secured from sources other than wild stock in Oklahoma

Authorizes the Secretary of Agriculture, State Veterinarian, or designees to inspect facilities upon probable cause of violations of the Oklahoma Farmed Cervidae Act

Transfers regulation of big game commercial hunting operations from the Department of Wildlife Conservation to the Department of Agriculture, while upland game licenses ($100 annually) remain with Wildlife Conservation

Effective date of July 1, 2025, with emergency clause for immediate effect upon passage and approval
