Removes the requirement for the Council on Judicial Complaints to provide quarterly reports to legislative leadership on judicial complaints filed, dismissed, and referred for disciplinary action

Authorizes the Council to employ or retain an attorney through contract with the Attorney General's Office or other counsel, subject to funding limitations

Replaces the $1,000 fine for revealing information about pending judicial complaints with contempt proceedings before district court upon certification to the Chief Justice

Requires the Council to maintain a permanent, searchable public docket of all complaints with final dispositions, published on the Council's website within 30 days, including identification numbers, nature of litigation, complaint subject, and legal basis for disposition

Mandates an annual report by February 28 to legislative leadership, the Governor, Lieutenant Governor, Secretary of State, and Chief Justice detailing complaint statistics, dispositions, and recommendations, with judge identities disclosed only for non-private reprimand referrals
