Removes "counseling" as a standalone treatment option for domestic abuse convictions, requiring defendants to undergo treatment through certified programs rather than general counseling

Transfers determination authority for whether a defendant evaluates as a domestic violence perpetrator from "licensed professionals" to domestic violence treatment programs only
