Allows formal plumbing education (associate's degree or vocational diploma with 1,000+ classroom hours) combined with 2,000-4,000 hours of trade experience to substitute for some experience requirements

Extends license duration for unlimited and residential journeyman plumber licenses from one year to three years, while other licenses remain annual with renewal tied to the licensee's birth month
