Amends Oklahoma's initiative and referendum petition process by changing the vote threshold reference from "state office receiving the highest number of votes cast" to specifically "Governor" at the last general election for calculating required signatures

Limits signatures from any single county to no more than 5% of the total required signatures for both initiative and referendum petitions

Maintains the 90-day signature gathering period for initiative petitions after the Secretary of State sets the circulation start date

Requires referendum petition signatures to be filed within 90 days after adjournment of the legislative session in which the targeted measure was enacted

Effective date of November 1, 2025
