Increases property loss claim limits from $25,000 to $75,000 per claimant arising from a single occurrence

Raises general liability caps from $125,000 to $250,000 for most political subdivisions, and from $175,000 to $375,000 for the state and cities/counties with populations of 150,000 or more (lowered from the previous 300,000 population threshold)

Increases medical negligence liability limits for University Hospitals and state mental health hospitals from $200,000 to $300,000, and for resident physicians/interns from $100,000 to $150,000

Establishes new aggregate liability cap of $2,000,000 for all claims arising from a single occurrence and creates tiered nuisance claim limits of $225,000-$275,000 based on county population

Requires automatic inflation adjustments to liability limits beginning January 1, 2031, and every five years thereafter, capped at the lesser of CPI change or 4% per five-year period
