Appropriates $7,929,596.45 from the Statewide Recovery Fund to the Department of Mental Health and Substance Abuse Services for expanding infrastructure at the Tulsa Center for Behavioral Health to increase capacity

Reappropriates and redesignates $66.5 million (from an original $87 million appropriation) previously allocated for constructing a replacement Griffin Memorial Hospital to instead purchase and renovate a replacement facility

Requires the Griffin Memorial Hospital replacement facility to be located within a 30-mile radius of the State Capitol Building and mandates hiring a third-party construction manager with behavioral health hospital experience

Funds must be utilized consistent with recommendations adopted by the Joint Committee on Pandemic Relief Funding on May 12, 2025

Declares an emergency, making the act effective immediately upon passage and approval
