Requires the Oklahoma Supreme Court to establish a Judicial Performance Evaluation Council (JPEC) and an Office of Judicial Performance Evaluation within the Administrative Office of the Courts to review the performance of intermediate appellate judges and district court judges

Mandates performance reviews through surveys of persons with knowledge of judicial performance, self-evaluations by judges, and written performance standards established by Supreme Court Rules

Keeps evaluation survey information confidential except when a judge fails to achieve satisfactory evaluation in two consecutive reviews or purposely fails to complete assigned programs, at which point failures become public on the Supreme Court website

Authorizes the Supreme Court to refer evaluation reports to the Council on Judicial Complaints at any time and establish improvement programs for judges not meeting standards

Requires annual reports beginning December 31 of the year following enactment, detailing number of evaluations, response rates, and actions taken to address deficiencies, to be distributed to the Governor, legislative leaders, and posted on the Supreme Court website; effective November 1, 2025
