Repeals the general fund carryover penalty that reduced State Aid for school districts exceeding specified fund balance limits (ranging from 17% to 48% depending on district size) for two consecutive years

Eliminates subsection G of Section 18-200.1, which contained the carryover limit tables, penalty notification procedures, and various exemptions for districts receiving tax settlements, FEMA settlements, or gross production revenue increases

Removes the provision allowing State Aid advances to school districts for early childhood program startup costs (up to per-pupil State Aid amount for anticipated Head Start eligible students)

Takes effect July 1, 2026, with emergency clause allowing immediate implementation upon passage and approval

Received "Do Pass as Amended" recommendation from Senate Education Committee on February 10, 2026
