Prohibits school district and technology center boards of education from contracting with companies in which board members or their immediate family members are employed by or own 5% or more interest

Expands conflict of interest restrictions from board members and spouses to include all immediate family members

Allows exceptions for sole-supplier situations (only provider within district or 10 miles), with affected board member required to abstain from voting and justification recorded in meeting minutes

Permits technology center boards to contract for training services with businesses employing board members or family, provided the affected member abstains from voting

Provisions apply only to contracts entered into on or after the act's effective date; includes emergency clause for immediate implementation upon passage
