Amends Oklahoma's Open Meeting Act to guarantee any interested member of the public may address a public body on agenda items, new business items, or any non-agenda item relevant to the body's function during designated public comment periods

Restricts public body rules on public comment to only setting time limits for speakers and designating a specific portion of the meeting for comments

Prohibits public bodies from banning criticism of any act, omission, policy, procedure, program, or service of the public body, except criticism otherwise prohibited by law

Preserves public bodies' authority to maintain orderly conduct and proper decorum during meetings

Exempts emergency actions affecting public health, welfare, or safety from public comment requirements if compliance would cause unreasonable delay; effective November 1, 2026
