Removes minimum incarceration length requirements for Class Level 3 (previously 3 months) and Class Level 4 (previously 8 months), allowing inmates to advance based solely on performance evaluations rather than time served

Establishes earned credit rate of 1.47 credits per day for inmates detained in county jail while awaiting transport to Department of Corrections assessment facilities

Maintains existing credit structure: Class 1 receives 0 credits/month, Class 2 receives 22 credits/month, Class 3 receives 33-45 credits/month, and Class 4 receives 44-60 credits/month depending on criminal history

Updates statutory language throughout to be gender neutral and replaces "defined by" with "provided for in" when referencing other statutes
