Prohibits Service Oklahoma from issuing non-domiciled commercial driver licenses or commercial learner permits to individuals who are not Oklahoma residents

Bars holders of non-domiciled commercial driver licenses or learner permits issued by other states from operating commercial motor vehicles within Oklahoma, declaring such licenses invalid in the state

Increases the fine for commercial motor carriers whose drivers violate these provisions from $3,000 to $10,000 per violation, with proceeds deposited in the Weigh Station Improvement Revolving Fund

Drivers violating the prohibition face misdemeanor charges for driving without a valid license, fines up to $1,000, and/or imprisonment up to 90 days, with fines deposited in the Trauma Care Assistance Revolving Fund

Declared an emergency measure, taking effect immediately upon passage and approval
