Service Oklahoma must query the Electronic Verification of Vital Events (EVVE) system whenever an applicant presents an original or certified birth certificate as proof of identity for driver licenses or state-issued identification cards

EVVE verification required for new licenses/IDs, renewals, and replacement applications for lost or destroyed documents

If EVVE cannot verify the birth certificate, the system must provide a question-and-answer-based verification process to establish applicant identity with "near certainty"

Service Oklahoma required to promulgate rules implementing these verification procedures
