Creates the "Teachers' Bill of Rights" establishing 13 enumerated rights for teachers, administrators, and support staff in Oklahoma public schools, charter schools, and virtual charter schools

Guarantees religious expression rights including keeping Holy Scriptures in classrooms, wearing religious symbols, and praying with students; also protects freedom from vulgar language and physical harm or threats

Provides classroom discipline rights including removal of disruptive students, refusal to readmit students suspended for violent offenses, and civil immunity for good-faith disciplinary actions

Establishes medical autonomy rights to refuse vaccinations and masks as employment conditions, plus the right to refuse instruction or training that violates personal conscience, ethics, or religion (except state-mandated curriculum)

Requires minimum 1 hour of daily planning time and 20-minute lunch period; mandates school districts create due process plans with anonymous reporting procedures and appeals process for rights violations; effective July 1, 2026
