Transfers responsibility for monthly apportionment and distribution of vehicle fees, taxes, and penalties from the Oklahoma Tax Commission to Service Oklahoma

Extends the termination date for direct county distributions of 25% of the County Improvements for Roads and Bridges Fund allocation from June 30, 2026 to June 30, 2031

Maintains existing apportionment percentages for school districts (36.20%), counties (7.24%), cities/towns (3.10%), and other funds including the Rebuilding Oklahoma Access and Driver Safety Fund (24.84%)

Sets escalating caps on County Improvements for Roads and Bridges Fund apportionments, increasing from $120 million (FY2020-2022) to $150 million (FY2028 and beyond)

Declared an emergency measure, taking effect immediately upon passage and approval
