Prohibits all Oklahoma governmental entities—including municipalities, agencies, school districts, boards, and public-private entities—from spending public funds or resources on lobbying activities

Bans government entities from hiring lobbyists or paying membership dues to associations that employ lobbyists or belong to organizations that lobby on behalf of members

Exempts public officials and employees who communicate with government as part of their official job duties or to inform the public about measures significantly impacting their operations

Allows individuals harmed by violations to seek injunctive relief in court to stop further prohibited lobbying activity

Would be codified as Section 4263 of Title 74 of the Oklahoma Statutes
