Modifies Class C2 felony offense classifications effective January 1, 2026, covering 152+ criminal offenses including bribery, embezzlement, burglary, forgery, controlled substance violations, and securities fraud

Removes the 10-year lookback period for deferred judgments under DUI laws, meaning any prior felony DUI conviction or deferred judgment now counts toward sentence enhancement regardless of when it occurred

Reclassifies subsequent DUI offenses: second offense becomes Class C2 felony (up to 7 years), third offense becomes Class B4 felony (1-10 years), fourth offense becomes Class B3 felony (1-20 years), and post-vehicular homicide DUI becomes Class A2 felony (5-20 years)

Creates new "aggravated DUI" offense as Class B3 felony when DUI is combined with BAC of 0.15+, causing an accident, wrong-way driving, eluding police, excessive speeding, transporting a minor, or reckless driving

Repeals three conflicting versions of Section 11-902 (DUI statute) from 2025 legislative session and becomes effective November 1, 2026
