Transfers authority to request medical parole placement from the Director of the Department of Corrections to the medical director of the Department of Corrections

Medical director may request the Pardon and Parole Board place an inmate on the docket for medical reasons outside normal processing procedures

Eligible conditions include inmates who are dying (6 months or less life expectancy), medically frail (unable to perform 2+ daily living activities), or medically vulnerable during Governor-declared health emergencies

Requires concurrence of at least three Pardon and Parole Board members for medical parole consideration

Effective date of November 1, 2026
