Amends Oklahoma's unlawful carry statute (21 O.S. Section 1272) to explicitly authorize transporting firearms by vessel on state waters, in addition to the existing allowance for transport by vehicle on public roadways

Defines "vessel" as any device, other than a seaplane on the water, used or capable of being used as a means of transportation on water

Maintains existing age requirements: persons must be 21 or older, or 18-20 if they are current or former military members honorably discharged from the U.S. Armed Forces, Reserves, or National Guard

Preserves existing prohibitions barring firearm carry for persons convicted of assault causing serious injury, aggravated assault, domestic abuse, stalking, protective order violations, or drug offenses
