Victims of human trafficking for commercial sex or labor who were under age 18 and Oklahoma residents at the time of the offense are eligible for tuition waivers at state higher education institutions or technology center schools

Tuition waivers are limited to 5 years and funded through the Oklahoma Higher Learning Access Trust Fund, subject to available funds

The Oklahoma State Regents for Higher Education and State Board of Career and Technology Education must establish application requirements and an eligibility verification process with the Attorney General's Office

Effective date is July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval
