Creates the Oklahoma Commission on Race and Equality with 13 members: 3 appointed by the Governor, 3 by the Senate President Pro Tempore, 3 by the House Speaker, and 4 by the Oklahoma Legislative Black Caucus

Members serve staggered terms of 1-3 years initially, then 3-year terms, with a maximum of 3 total terms and no more than 2 consecutive terms

Commission duties include advising on racial discrimination issues, monitoring legislation for discriminatory impact, serving as a research clearinghouse, and submitting annual reports with legislative recommendations

Office of Management and Enterprise Services provides staff support and meeting space; members receive travel reimbursement but no salary

Establishes the Oklahoma Commission on Race and Equality Revolving Fund in the State Treasury to receive gifts and donations supporting the Commission's work, effective November 1, 2026
