Third-grade students who do not meet grade-level performance on the statewide reading assessment beginning in 2027-2028 must be retained unless they qualify for a good-cause exemption

Retained third-grade students must receive a minimum of 90 minutes daily of scientifically research-based intensive intervention services including phonological awareness, decoding, fluency, vocabulary, and comprehension instruction

State Department of Education must employ literacy coaches with master's degrees and 3 years reading instruction experience (or bachelor's with 5 years experience) to assist low-performing school districts

Beginning summer 2028, school districts must provide in-person summer academies for third-graders who fail both the statewide assessment and an alternative reading assessment, with promotion possible if students pass the alternative assessment by July 1

Good-cause exemptions from retention include English language learners with fewer than 2 years instruction, students with disabilities assessed through alternate standards, and students previously retained in third grade who received 2+ years of intensive remediation
