Increases the income eligibility threshold for the Oklahoma Tuition Equalization Grant from $50,000 to $80,000 per year for parents' taxable income (or student's income if independent)

Grant amount remains at $2,000 per academic year ($1,000 per semester) for eligible full-time undergraduate students attending private, not-for-profit institutions in Oklahoma

Eligible institutions include 11 named private universities: Family of Faith College, Mid-America Christian University, Oklahoma Baptist University, Oklahoma Christian University, Oklahoma City University, Oklahoma Wesleyan University, Oral Roberts University, Southern Nazarene University, Southwestern Christian University, University of Tulsa, and Randall University

Students must maintain academic standards, pay higher tuition than comparable public institutions, and cannot receive grants beyond 5 years or past baccalaureate completion

Effective date of July 1, 2026, with emergency clause for immediate effect upon passage
