Makes all records related to exotic entertainer licenses confidential and exempt from public disclosure under the Oklahoma Open Records Act

Establishes misdemeanor penalties for unlicensed performers (up to $500 fine and 1 year imprisonment for first offense) with 12-month license suspension, and permanent revocation for second offenses

Imposes administrative fines of $5,000-$10,000 per offense on businesses, and felony charges against owners/operators who knowingly violate the act (12-36 months imprisonment, up to $1,000 fine), with subsequent violations resulting in permanent bar from operating such businesses in Oklahoma
