Amends the Emergency Management Disaster Relief Matching Fund (63 O.S. 2021, Section 683.24) to require cost sharing between the state and local governments for federal disaster matching requirements

State's share of federal matching funds for FEMA public assistance programs must be equally split (50/50) between the state and political subdivisions receiving disaster relief

Applies to political subdivisions receiving public assistance program resources from FEMA following federally declared disasters

Declared an emergency measure, taking effect immediately upon passage and approval
