Oklahoma Corporation Commission must implement standards prioritizing affordable, reliable, and clean energy security, with fuel sources primarily produced within the United States (excepting nuclear resources)

Critical materials as defined by the federal Energy Act of 2020 are prohibited if sourced or manufactured by foreign adversary nations, including countries designated under 15 C.F.R. Section 7.4, state sponsors of terrorism, or those under comprehensive federal sanctions

"Affordable" energy is defined as the lowest cost method excluding any government payments from the past 5 years and including costs for supply chain disruptions and environmental remediation

"Reliable" energy sources must have a performance standard of 80% or greater and not be subject to intermittent availability or routine weather impacts

"Green energy" includes nuclear reactors, natural gas meeting EPA air quality standards, and sources listed in 42 U.S.C. Section 15852(b); effective date November 1, 2026
